Carrie Ballinger – Associate
Ms. Ballinger is a graduate of Purdue School of Engineering and Technology at IUPUI with a Bachelor of Science in Construction Engineering Management Technology and Associate of Science in Architectural Technology. She has also obtained several International Code Council (ICC) Certifications including: Building Plans Examiner, Plumbing Plans Examiner, Commercial Building Inspector, Commercial Plumbing Inspector, Residential Building Inspector and Residential Plumbing Inspector. She is continuing to work toward additional certifications required to become an ICC Certified Building Official.
Prior to joining RTM Consultants, Inc., Ms. Ballinger was a Building Code Analyst with the City of Indianapolis, Department of Code Enforcement (DCE), where she managed and performed pre-permit plan reviews for commercial projects. Her duties also included assisting with inspections during construction. Prior to becoming a Building Code Analyst, she was a Project Development Analyst with DCE, where she performed pre-permit plan reviews for residential projects as well as zoning reviews for all types of projects.
Ms. Ballinger’s prior experience also includes a 2-year internship with the City of Indianapolis, Department of Public Works (DPW), Engineering Division, where she assisted with conducting field investigations and scoping reports for storm water improvement projects throughout the City. She also assisted with analyzing new and existing sanitary and storm water products and methods in coordination with IUPUI’s New Product Review Committee and product vendors. While interning at DPW, she also gained experience in GIS (Geographical Information System) mapping.
Ms. Ballinger’s experience with the City of Indianapolis has enabled her to provide assistance on a large variety of projects during all preliminary design, design and construction phases. Her primary duty is to provide code consulting services to architects, engineers and building owners for new buildings, additions, remodels and renovations. These duties include code reviews, Chapter 34 evaluations and variance requests.
